EU High Representative Kaja Kallas proposed creating a Black Sea Maritime Security Hub, envisioned as an early warning and monitoring system that would enhance situational awareness and protect key infrastructure.
Trump has long demanded that NATO allies increase their military spending, previously calling for the alliance to raise its benchmark from 2% to 5% of GDP.
Armenia has refused to pay its contributions to the budget of the Moscow-led Collective Security Treaty Organization (CSTO) for the past year, the country's Foreign Ministry said on March 31, after suspending its participation in the military alliance in August 2024.

"With Russia continuing to militarise the High North and Arctic, this new agreement will boost security for the U.K., Norway, and our NATO allies, bolstering defenses on NATO’s northern flank," the British government said in a statement.
"Let's be clear: We cannot rule out the possibility that America may refuse to cooperate with Europe on issues that threaten it," Volodymyr Zelensky said at the Munich Security Conference.
The remarks come amid ongoing uncertainty over U.S. aid commitments to Ukraine.
The SBU carried out 157 special operations from Jan. 18-20 in order to "counter crimes that pose a threat to state security." The actions resulted in 222 charges and 85 detentions, the agency said.
"Europe must establish itself as a strong global player," Zelensky said, adding that, while the United States remains an indispensable ally, Washington doubts Europe's ability to contribute meaningfully to global security.
The document will not be published due to the "sensitivity of some of its findings," the officials, who spoke on condition of anonymity under White House ground rules, told the Associated Press.
The government's latest plan will focus on internal solutions and is not an alternative to a victory plan oriented toward Kyiv's partners.
“The priority of next year's budget will also be security and defense. All taxes paid by people and businesses will go toward strengthening our defenders and military capabilities,” Prime Minister Denys Smyhal said on his Telegram channel.
